AS&H Clifford Chance advises the Ministry of Finance on the New Government Tenders and Procurement Law

AS&H Clifford Chance has advised the Ministry of Finance on the development of the New Government Tenders and Procurement Law, a landmark reform that reflects the Kingdom of Saudi Arabia's continued efforts to modernise its public procurement framework and support the objectives of Vision 2030.

The New Government Tenders and Procurement Law signals a shift towards a more flexible, value-driven and innovation-focused procurement framework. While maintaining the core principles of transparency, competition and the protection of public funds, the New Law seeks to enhance procurement efficiency, strengthen local content objectives, improve contract management, and provide government entities with greater flexibility in procuring works, goods and services.

To assist stakeholders in understanding the practical implications of these reforms, we have prepared a brief summary of the key changes introduced by the New Law, which is set out below.

The AS&H Clifford Chance team was led by Managing Partner Fahad Abuhimed and Counsel Khaled Alkahtani, with support from Senior Associates Adwa Aleisa and Muath Alsowayan, and Associate Abdulmajeed Alfouzan.
